GLM-5.3-Flash can be used with protected health information (PHI), including patient data and medical records, under HIPAA on Concentrate with a signed BAA, a HIPAA-enabled organization, and routing limited to BAA-eligible providers. Today those providers include Fireworks AI, Baseten and Azure Fireworks. BAA use on Concentrate is $499/month, with no per-request fees and no markup on tokens.
PHI can't go to z.ai's own API because z.ai's first-party route (zai/glm-5.3-flash) is not BAA-eligible on Concentrate. A HIPAA organization on Concentrate blocks that route, so GLM-5.3-Flash requests that carry PHI only go to providers marked BAA-eligible.
GLM-5.3-Flash is z.ai's first natively multimodal GLM-5 model: image and PDF input on a 1M-token context at flash pricing. It was released on August 26, 2026. Reasoning is always on (low, high or max), and it supports function calling and implicit prompt caching.
Healthcare teams use it on Concentrate because it reads documents like scanned referrals, intake forms and lab PDFs at a low per-token price, and Concentrate can route it to providers covered by a BAA. Concentrate serves it through 13 providers, 3 of them BAA-eligible. Full specs are on the GLM-5.3-Flash model page.
You need three things:
Under HHS guidance, a cloud or AI service that handles ePHI for you must sign a BAA. You still own your own HIPAA obligations, including access controls, risk analysis and how your application uses model output.
Today, BAA-eligible providers for GLM-5.3-Flash on Concentrate include Fireworks AI, Baseten and Azure Fireworks.

Concentrate keeps PHI on BAA-eligible providers by locking routing on a HIPAA organization:
