A retry repeats an attempt. A fallback changes the selected provider or model. Use them with an overall deadline and a clear rule for which failures justify another attempt.
Switching providers while keeping the model fixed is also different from switching models. A new model may have different tool support, output formats and behavior. Treat that as a product decision, not just error handling.
